According to a report released by the House Select Committee on the Chinese Communist Party, the illegal biolab discovered in California was operated by a Chinese national with ties to the CCP.

Congressional investigators allege the man, who reportedly also owned a Canadian passport, ran an illegal laboratory that contained approximately 20 infectious pathogens.

The infectious agents at the laboratory reportedly included COVID-19, HIV, hepatitis, and herpes.

Authorities arrested Jia Bei Zhu, 62, in October for “distributing misbranded medical devices and lying to the FDA,” Zero Hedge noted.

According to the outlet, Zhu reportedly was a key figure in China’s “military-civil fusion organizations.”

Zhu was “a fugitive from Canada who illegally entered the United States” and had “previously stolen millions of dollars of American intellectual property,” the congressional report said.

Zhu, a PRC citizen, was reportedly a key figure in China’s “military-civil fusion organizations” – entities that blur the lines between civilian research and military applications. This strategy, according to the State Department, is part of the CCP’s grand vision to transform its People’s Liberation Army into a formidable global power by 2049.

While the committee’s investigations unearthed Zhu’s extensive involvement in several PRC government-controlled companies, his activities in the U.S. under the alias “David He” and the discovery of dangerous materials in the unlicensed lab in Reedley, California, are particularly alarming. Here, officials found over 20 potentially infectious agents, including HIV and Malaria, and genetically engineered mice carrying COVID-19.

Zhu’s confession of operating his companies to “further PRC policy” and meet demands of a PRC premier raises serious concerns about espionage and intellectual property theft. His history of operating companies in Canada, engaging in the massive theft of American cattle-related intellectual property, and fleeing to the U.S. after a $330 million judgment, only adds to the gravity of the situation.

“A court record from the Supreme Court of Canada shows that Zhu was found liable or deceit and civil conspiracy in a civil case under Canadian law and awarded $8.6 million in damages to the American company that had licensed its technology to his company,” Just the News reports.

Zhu and his co-conspirators were charged last week with “distributing adulterated and misbranded medical devices in violation of the federal Food, Drug, and Cosmetic Act and for making false statements to the Food and Drug Administration” (FDA), according to a statement from the United States Department of Justice.

“UMI and PBI were based in Fresno and Reedley and did not obtain pre-market approval, pre-market clearance, emergency use authorization, or other applicable exemption from the FDA as was required. UMI and PBI received millions of dollars for the sales of the test kits,” the DOJ continued. If convicted, Zhu faces a maximum statutory penalty of three years in prison and a $250,000 fine for the adulterated and misbranding of medical devices charges, and five years in prison and a $250,000 fine for the false statements charge, prosecutors said.

According to the report, after entering the United States under the alias “David He,” Zhu formed new companies with the help of an unnamed accountant who had ties to the Chinese United Front Work Department and wider Chinese Communist Party leadership and borrowed funds from his already established network of companies.

“While living in the PRC in the early 2000s, Zhu served as the Vice Chairman of a PRC state-controlled enterprise based in Xinjiang, Henan Pioneer Aide Biological Engineering Company Limited (“Pioneer Aide China”). PRC government entities exercised a controlling interest in Pioneer Aide China as beneficial owner as beneficial owners and shareholders through a series of passthrough joint venture companies, including Henan Investment Group Company Limited, a company involved in military-civil fusion for the PRC,” the House Select Subcommittee on the CCP’s report stated.

“Zhu also served as Chairman of the Board and General Manager of Aide Modern Cattle Industry (China) Company Limited (“Aide Cattle China”), a company whose directors included an executive for a PRC defense firm and a company on the U.S. Entity List. Shareholders in Aide Cattle China include PRC state-controlled entities and individuals who have invested in other PRC state-controlled entities. Through Aide Cattle China, Zhu was the primary shareholder of 11 PRC cattle companies,” it added.

According to the report, a Canadian court “found Zhu and his co-conspirators guilty of civil IP theft, conspiracy, and other claims, issuing a $330 million judgment against them in June 2016. Zhu failed to appear before the court for sentencing, resulting in the judge issuing an arrest warrant for civil contempt of court, which carries a prison sentence of six months. Zhu then fled Canada.”

“Jia Bei Zhu, the PRC citizen who operated the #Reedley #CCP lab, is a fugitive from Canada who’d ‘stolen millions of $ of IP from U.S. companies and was part of an ongoing transnational criminal enterprise.’ And Gavin Newsom still hasn’t said s**t about it,” investigative journalist Jennifer Van Laar said.

“#Reedley first referred the #CCP biolab matter to the FBI, and after 2 mos the FBI told her they closed the case because there were no weapons of mass destruction inside. It was being run by a PRC citizen who’s a fugitive from Canada, but the FBI wasn’t interested… and let’s not forget they had Zhu’s fingerprints ON FILE,” she added.

“And, there are vials whose contents are STILL unknown bc they were labeled in a code that we haven’t deciphered,” she continued.

“Holy CDC Coverup, Batman… they didn’t test samples AT ALL to confirm what was in them, just took the labels at face value — and then ensured there would be no sample left for #Reedley to test. Local officials had to guess at what the community might be exposed to,” she added.
