Elon Musk has boosted the incentive for registered voters in Pennsylvania to refer other registered voters to sign his Super PAC’s petition.

“If you’re a registered Pennsylvania voter, you & whoever referred you will now get $100 for signing our petition in support of free speech & right to bear arms. Earn money for supporting something you already believe in! Offer valid until midnight on Monday,” Musk wrote.

“Note, to minimize fraud, checks will be mailed to your voter address on file with the state of Pennsylvania,” Musk added.

Musk’s America PAC initially offered $47 for every registered voter in seven battleground states who referred other registered voters to sign the petition supporting the First and Second Amendments.

“The First and Second Amendments guarantee freedom of speech and the right to bear arms. By signing below, I am pledging my support for the First and Second Amendments,” the petition reads.

“In appreciation for your support, you will receive $47 for each registered voter you refer that signs this petition,” it continues.

“Our goal is to get 1 million registered voters in swing states to sign in support of the Constitution, especially freedom of speech and the right to bear arms. This program is exclusively open to registered voters in Pennsylvania, Georgia, Nevada, Arizona, Michigan, Wisconsin and North Carolina. Expires October 21,” it adds.

It now includes the special offer for Pennsylvania registered voters.

“Sign this petition and get $100. Refer a petition signer and get $100,” it reads.

“Offer valid from time of posting through 11:59 PM on 10/21. New signers only. $100 replaces standard $47 offer (not in addition to it) To be eligible, both the referrer and the petition signer must be registered voters of Pennsylvania,” it adds.

While this requires a signed IRS form for payments of $600 or more, there appears to be no limit on the number of registered voters that can be referred.

The stated goal of the petition is to register 1 million voters across swing states, only allowing registered voters in Pennsylvania, Georgia, Nevada, Arizona, Michigan, Wisconsin and North Carolina to sign and claim $100 before the offer expires on October 21 (the deadline for voter registration).

Similarly, the America PAC homepage is recruiting people who “are interested in working on increasing voter registration and voter turnout” for $30 an hour and “bonuses for performance.”

While federal law dictates that paying individuals to vote or accepting payment for voter registration or voting is an offense, compensating people for signing petitions or for convincing others to sign petitions is not against the law.

Campaign-finance lawyer Brendan Fischer told The New York Times that “the fact that they are only paying the referrer rather than the signatory further insulates the PAC from any accusations that they are buying votes,” adding that America PAC is spending money to collect voter data, which is what standard PACs and campaigns routinely do.

“Pennsylvania — Your last day to register to Vote is Monday, October 21st,” America PAC stated.

Musk hit the campaign trail in Pennsylvania and is doing a “series of talks” before the presidential election.

“Tomorrow night through Monday, I will be giving a series of talks throughout Pennsylvania. If you’d like to attend one of my talks, there’s no attendance fee. You just need to have signed our petition supporting free speech & right to bear arms & have voted in this election,” Musk said Wednesday.

“To clarify, you need have voted in Pennsylvania,” he added.

Musk, who is worth more than $200 billion, has thrown himself into the race in recent weeks.

He appeared alongside Trump at a rally in Butler, Pennsylvania, this month and has set up a political action committee to funnel his money into the fight.

This is the second time he has offered supporters money. His America PAC previously offered $47 (Trump would be the 47th president if he wins in November, as well as the 45th) for each swing state voter to sign the petition.

Filings released this week show he gave $75 million to the group for the final stretch.

And on Thursday night he kicked off a campaign swing in the state, speaking at a town hall for people who had signed up with his PAC.

‘I can’t emphasize enough that Pennsylvania is, I think, the linchpin in this election,’ he told a crowd in Folsom, before setting out why he had decided to wade into politics in 2024

‘This election, I think, is going to decide the fate of America, and along with the fate of America, the fate of Western civilization.’
