CBS News had more details on the raids:

An Immigration and Customs Enforcement operation took place on Canal Street in Lower Manhattan on Tuesday afternoon.

The operation appeared to have taken in vendors who were selling merchandise on the street.

The atmosphere was tense, and there was pushing and shoving. Chopper 2 flew over the scene.

ICE agents then took the individuals they rounded up to nearby Federal Plaza and were followed by a crowd of onlookers.

The NYPD said it was not involved in the federal operation and made no arrests.

Raid was focused on counterfeit goods, DHS says

The Department of Homeland Security said the raid was focused on cracking down on the sale of counterfeit goods, adding the operation involved agents from ICE and other agencies like the FBI and the ATF.

DHS said individuals in the area, who it describes as “rioters,” obstructed the agents and that at least one of them was arrested for assault on a federal officer.

“ICE and its federal partners, including FBI, DEA, ATF, IRS-CI and CBP conducted a targeted, intelligence-driven enforcement operation on Canal Street in New York City, focused on criminal activity relating to selling counterfeit goods,” DHS Assistant Secretary Tricia McLaughlin said in a statement. “During this law enforcement operation, rioters who were shouting obscenities, became violent and obstructed law enforcement duties, including blocking vehicles and assaulting law enforcement. Already one rioter has been arrested for assault on a federal officer. We have more details of the criminals arrested as soon they become available.”
