Vice President JD Vance just criminally referred hundreds of hospitals to the Department of Justice and HHS Inspector General over potential violations of federal law.

According to an explosive new report released by the HHS, these hospitals pushed “gender dysphoria” diagnoses on children.

The HHS announced:

Today, @HHSGov released “Wolves in White Coats,” a comprehensive commissioned report that presents HHS’ findings and recommendations about the industry pushing and profiting off so-called “gender medicine.”

Pursuant to its recommendations, today @VP, as Chairman of @WHFraudTF, and @SecKennedy referred hospitals and clinics identified by the report to @TheJusticeDept
and @OIGatHHS for possible violations of federal law.

Allegedly, the providers also intentionally mis-coded puberty blockers, hormones, and transgender surgeries in order to fraudulently bill private insurers and taxpayer-funded Medicaid for the treatments.

HHS released “Wolves in White Coats: How Doctors and Hospitals Pushed and Profited from the Fraud of ‘Gender Medicine’” on Thursday morning. The report examines insurance coding, financial incentives, and the “provision” of transgender medical procedures for minors, including puberty blockers, cross-sex hormones, and surgeries.

It’s the first time in history that HHS examined the financial incentives behind the pediatric gender medicine industry that has exploded over the last decade, leaving many young people mentally and physically harmed in its wake.

Over 225 hospitals and health systems established pediatric gender programs across the country, the report found. Between 2015 and 2025, there were approximately $50 million in insurance claims for puberty blockers that were billed using the endocrine disorder diagnostic code E34.9 — a billable code used when a patient has a hormone problem.

“These allegations are crazy, and they demand investigation,” Vance said in a video obtained exclusively by The Daily Wire. “When children may have been harmed, and families misled, it’s on those of us in power to find the truth and to seek justice for kids who were harmed by these doctors.”

“Using this code in place of a gender-related diagnosis (e.g., gender identity disorder, F64.0) violates CMS guidelines for the simple reason that gender dysphoria is not an endocrine disorder, since it exhibits no hormonal abnormalities,” the report states. “In fact, the only endocrine disorders these patients have are the ones created by their doctors through the use of sex-rejecting interventions. Yet it appears that healthcare providers are misusing this code.”

In a video uploaded on social media, VP JD Vance was joined by HHS Secretary RFK Jr. and Assistant Secretary for Health Admiral Brian Christine to discuss the report’s findings.

For years now, some hospitals and healthcare providers have been subjecting children to horrific, experimental treatments in service of radical gender ideologies. Today, thanks to the Wolves in White Coats report released by @HHSGov, we know why: profit. More than 225 hospitals built pediatric gender medicine programs — then illegally hid the life-altering sex change operations they were doing to children behind fraudulent billing codes.

Now, JD Vance is pushing for accountability.

He has formally sent a letter to Attorney General Todd Blanche referring these hospitals for prosecution.

Fox News Digital obtained a letter from Vance to Attorney General Todd Blanche which detailed Vance’s concerns surrounding the report, and called for criminal prosecution of anyone who has intentionally misled children to get transgender treatment.

“One study showed that only about 4.7 percent of patients diagnosed with “endocrine disorder, unspecified,” had that actual condition,” Vance wrote in the letter to Blanche. “Another notes a 30 percent increase in the number of endocrine disorder diagnoses, despite it being unlikely that that there has been a substantial increase in pediatric endocrine disorders.”

The average healthcare cost for a minor is roughly $3,000, but transgender treatments can push that to $75,000 without surgery and nearly $170,000, if surgery is involved, according to the report.

The report also details how some healthcare providers profit from life-long medical costs, including prescriptions, surgeries and medical interventions years after a minor reaches adulthood.

About 225 hospitals and health systems across the country have established pediatric gender programs. Vance charged in his letter to Blanche that health care providers knowingly pushed their misdiagnoses to insurance companies, using billing codes to compel coverage.

“When providers miscode treatment in order to secure insurance coverage for gender-transitioning interventions that insurance would not otherwise cover, they should be held accountable,” read Vance’s letter. “If they have done so intentionally, thereby perpetrating a fraud on Medicaid or on private insurers, they should go to prison.”

“Rather than allow the proliferation of harmful, sex-rejecting procedures on our children, we must send a clear message that any hospitals and providers that have participated in these practices will face justice.”

The HHS report cited peer-reviewed scientific literature, hospital records, whistleblower testimony, nationwide insurance claims analyses and interviews with patients and parents.

Dear Attorney General Blanche:
This week, the U.S. Department of Health and Human Services (HHS) released a report entitled “Wolves in White Coats: How Doctors and Hospitals Pushed and Profited from the Fraud of ‘Gender Medicine,’” that documents disturbing, and possibly criminal, practices by hospitals and healthcare providers in so-called pediatric gender programs. For years, providers across the country have subjected children to experimental sex-rejecting procedures, despite an alarming lack of evidence about the safety and efficacy of these interventions. The HHS report sheds light on two important details about this shameful exploitation of children: why the industry has been so quick to adopt these questionable interventions, and how some doctors and hospitals may have deceived insurance companies into paying for them.
Unfortunately, children who express discomfort with their sex have come to be viewed as profit centers by some hospitals and doctors. As the HHS report notes, gender clinics have “promised a new stream of continuous revenue for pediatrics, endocrinology, and surgical specialties by taking physiologically healthy young people—who otherwise would not come to seek medical attention (though they might require mental health care)—and rendering them dependent for life on the medical system.” A vulnerable child, in other words, becomes a “captive patient” for life. Indeed, while the average healthcare spending for a child under the age of 18 is around $3,000, a patient who begins transitioning as a minor can expect to pay “$25,000 – $75,000 even without surgeries.” When surgeries are included, lifetime spending “can easily exceed $100,000 and approach $170,000.”
Most American families cannot afford such exorbitant costs. In order to push these experimental, sex-rejecting interventions on more children, some pediatric gender clinics and children’s hospitals have apparently used misleading or even fraudulent diagnostic and billing codes to ensure that insurance companies will cover the procedures. As an example, the HHS report notes that some providers have used codes like “endocrine disorder, unspecified,” instead of gender dysphoria codes. One study showed that only about 4.7 percent of patients diagnosed with “endocrine disorder, unspecified,” had that actual condition. Another notes a 30 percent increase in the number of endocrine disorder diagnoses, despite it being unlikely that there has been a substantial increase in pediatric endocrine disorders. This miscoding has allowed hospitals to bill insurance companies tens of millions of dollars for medications like puberty-blocking drugs.
The HHS report includes heartbreaking stories of the consequences when the federal government turns a blind eye to the widespread chemical and surgical mutilation of America’s children. In one instance, a homeless child was taken in by an LGBTQ youth center that pushed cross-sex hormones on her. After years of injecting herself with the medication—acquired initially via a mobile app that facilitated a brief, 15-minute doctor’s appointment for the prescription—her voice grew deeper, and she lost her menstrual cycle. But as her own body changed, she began to reflect on her experience at the youth center and what she witnessed there: children, some as young as six years old, beginning the process of transforming their bodies. She knew it wasn’t right, so she spoke out and sought help. By detransitioning, she lost all her friends. She became homeless again, and is today struggling to find the medical help she needs. The Trump Administration cannot, and will not, allow horror stories like this one to continue.
Today, I am referring the HHS report and the allegations it contains to the Department of Justice to determine whether the providers identified have violated federal law, regulations, or policies including, but not limited to, the Federal Food, Drug, and Cosmetic Act, the False Claims Act, 18 U.S.C. § 24, and federal fraud and conspiracy laws. When providers miscode treatment in order to secure insurance coverage for gender-transitioning interventions that insurance would not otherwise cover, they should be held accountable. If they have done so intentionally, thereby perpetrating a fraud on Medicaid or on private insurers, they should go to prison. Rather than allow the proliferation of harmful, sex-rejecting procedures on our children, we must send a clear message that any hospitals and providers that have participated in these practices will face justice.
