Joe Biden has a bad habit when he speaks, and it comes off as very creepy. Is it part of his mental decline, or is it an act? He goes from whispering to yelling in speeches, and it’s never a good look. Maybe this is why Joe Biden hasn’t held a press conference since July 15th. That is 96 days ago.

Is this part of his mental decline, or is it Joe trying his best to be a B actor?
During a speech in Scranton, PA, yesterday, Biden yelled and rambled. In the first 15 minutes of his speech, he rambled on about the past, telling a rechurned lie about AMTRAK.
Joe Biden went back home to pitch his boondoggle, but he began his speech by rambling for 15 minutes. He delivered several past stories about growing up in Scranton and included a story about AMTRAK that has been debunked as a complete lie (see below). Biden has these little “not a joke” stories down pat. He remembers them like it was yesterday, but he can’t remember what’s happening today.

Joe Biden tells a debunked story about an Amtrak worker for the FOURTH time as president.
Biden says the conversation took place “7 years into” his vice presidency, which would be 2015.
The Amtrak worker retired in 1993 and passed away in 2014.

Biden said he got loads of money for AMTRAK in his boondoggle. That’s not such a great thing since AMTRAK loses money every year.
