Tom Homan just delivered a message to the latest migrant caravan moving north through Mexico: the border is closed, and the Trump administration is not bringing back catch and release.
The White House border czar said migrants who reach the southern border will be turned around or taken into custody for prosecution and deportation. If a home country delays accepting its nationals, Homan said the administration has third-country removal options ready.
That is the kind of certainty America went years without hearing from Washington. President Trump promised to restore control of the border, and Homan made clear that an approaching caravan will not change the policy.

Townhall reported that the caravan began in Honduras and includes migrants from several countries in Central America and the Caribbean. Homan said the administration has gone nearly 17 months without releasing a single illegal border crosser into the United States, and he promised that record will not be surrendered now.
His enforcement outline was direct. Migrants attempting to enter illegally can be sent back, arrested, prosecuted and removed.
Homan also said deportation to a third country remains available when another government is slow to take back its own nationals.
The point is not cruelty. The point is ending the incentive that powered the Biden-era disaster, when reaching the border often meant release into the country with a distant court date and little realistic chance of removal.
Once that expectation disappears, the business model of the smugglers begins to collapse with it.
The caravan itself is real and still moving. Current reporting places hundreds of migrants inside Mexico, with some openly saying they hope to reach the United States.

Fox News reported that more than 600 migrants were traveling from Honduras through Mexico toward the United States. Retired Border Patrol official Chris Clem said the group was moving north as the administration maintained its enforcement posture and Democrats continued pushing policies aimed at weakening ICE.
The group is still far from the U.S. border, but that is exactly when a serious government should act. Waiting until hundreds of people arrive at a port of entry or attempt to cross between ports only increases the danger for migrants, agents and border communities.
The early warning also undercuts the sales pitch of cartels and smugglers. Nobody making the long trip north should be able to claim that the rules were unclear.
La Opinión reported that the group entered Mexico from Guatemala on September 25 after leaving San Pedro Sula, Honduras. Its reporting identified migrants from Honduras and other Central American countries and said some members had expressed an intention to continue toward the United States.
The outlet also reported Homan’s warning that illegal entrants would not be released into the country. His message was paired with a practical consequence: detention and removal, including possible third-country deportation when necessary.
That changes the calculation before the caravan ever reaches northern Mexico. The trip is no longer being met by vague promises, overloaded processing centers and a government afraid to enforce its own law.
Federal preparations are already extending beyond words. DHS is increasing its response, Mexico is under pressure to disrupt the caravan, and the Pentagon is preparing to support the mission if needed.

For Americans who watched the southern border descend into chaos under Joe Biden, the contrast could hardly be sharper.
The old system rewarded illegal entry with release. The Trump system tells would-be crossers before they arrive that the border will be enforced and that release is not waiting on the other side.
Democrats can keep campaigning against ICE and attacking the men and women carrying out federal law. They still have not explained how dismantling enforcement would protect American workers, stop fentanyl, weaken the cartels or make migrant families safer.
Homan’s answer is simpler: enforce the law every day, make the consequence predictable and remove the incentive for people to put themselves in the hands of criminal smugglers.
A sovereign country is allowed to decide who enters, how they enter and whether they remain.
Border control is the minimum responsibility of a functioning government.
The approaching caravan may be looking for a political opening. Homan just told them there is none.
