Speaking to reporters in Florida on May 2, President Trump was asked about the Germany drawdown and did not hedge.
“We’re going to cut way down, and we’re cutting a lot further than 5,000,” Trump said.

Germany currently hosts about 36,000 American troops, the largest U.S. military footprint anywhere in Europe. That presence has been a sore point for Trump since his first term, when he pushed to withdraw thousands of soldiers after Germany repeatedly failed to meet its NATO defense spending commitments. The Biden administration reversed that earlier drawdown before it was completed. This time, Trump is picking up where he left off and raising the stakes.

Some in Congress have tried to set a floor for U.S. troop levels in Europe, but the legal landscape gives the president significant room to maneuver.
Fox News laid out how the administration could work within those boundaries:
Trump ordered the withdrawal of 5,000 troops from Germany, and the drawdown will happen over the next six to twelve months, according to Pentagon spokesperson Sean Parnell. Fox reported that lawmakers have placed limits on reducing the overall U.S. troop presence in Europe below 76,000, but the president retains broad commander-in-chief authority to move forces among countries. That means the administration could shift troops away from Germany, Spain, or Italy without necessarily reducing the overall U.S. presence in Europe below that statutory threshold.
Fox also reported that the United States currently has about 36,000 troops in Germany, about 13,000 in Italy, and around 4,000 in Spain. Germany and Italy host key U.S. bases that serve as logistics hubs for operations in the Middle East. NATO does not have veto power over American troop deployments, although basing agreements depend on cooperation with host countries. In other words, Congress can throw up process hurdles, and allies can complain, but Trump still has serious room to move forces where he wants them.
In other words, even if Congress tries to keep the total European number above 76,000, nothing stops the president from pulling forces out of Germany specifically and repositioning them in countries that actually value the American partnership. Germany does not get a guaranteed garrison just because one has been there for decades.
The ripple effects are already being felt on the ground near key American installations in Germany.

President Trump tried this once before and was blocked by an administration that preferred the status quo. That administration is gone. The 5,000-troop order was the floor, not the ceiling, and Trump just told the world as much. Germany can either start acting like a real ally or watch the American military presence shrink to a level that matches the respect Berlin has shown Washington.
