The House of Representatives approved legislation to reinstate temporary protections for Haitian immigrants living in the United States.

The measure passed in a 224-204 vote, with 10 Republicans voting yes.

The White House has vowed that Trump would veto the bill should it reach his desk. It next heads to the Senate, but it’s unclear if it can pass the upper chamber.

The bill would require the Homeland Security secretary to designate Haiti for temporary protected status (TPS) for three years, as Haitians here find themselves in legal limbo. The Trump administration has moved to terminate TPS for Haitians, but a federal court stepped in to block Trump’s move.

The president’s attempts to remove TPS status for immigrants from both Haiti and Syria are now before the Supreme Court.

“The Administration understands members have to vote their districts at times. This terrible bill is going nowhere and there has been a veto threat issued,” a White House official said Thursday. “The administration is focused on enforcing federal immigration law and putting American citizens first.”

Thursday marked the fourth time this Congress that a small bloc of moderate Republicans has worked with Democrats to circumvent Speaker Mike Johnson and GOP leaders to advance legislation not supported by the vast majority of Republicans.

“Right now, more than 350,000 Haitians in the US face the threat of losing Temporary Protected Status. It is cruel, unlawful, & life-threatening. This week, we’re forcing the House to vote on extending TPS for Haiti. This is good policy, good for families, & good for America,” Rep. Ayanna Pressley (D-MA) said.

“Removing TPS status for Haitians living in the United States would cost 350,000 workers their ability to work at a time when we’re already facing serious workforce shortages. I’ve heard from healthcare providers and business leaders across Nebraska, including @OmahaChamber, who are concerned about the impact this would have on patient care and our economy. I don’t see the goodness of deporting people who are here legally, working, and contributing to our country,” Rep. Don Bacon (R-NE) said.

A handful of Republicans joined all Democrats in voting for the bill from Rep. Ayanna Pressley (D-Mass.), who used the discharge petition maneuver to compel a vote on the legislation — the latest instance where Republicans have broken rank to support a procedural gambit typically deployed exclusively by members of the minority party.

Pressley’s measure would reinstate temporary protected status for Haitian migrants who came to the United States amid decades of upheavals and natural disasters in the beleaguered Caribbean country. While this designation does not afford a path to citizenship for Haitian migrants, it does allow migrants to live and work in the United States.
