WPMI-TV posted the initial statement by the Alabama Law Enforcement Agency:

Alabama State Troopers are currently on scene of a fatal hit and run crash that occurred around 12:25 p.m. today in Baldwin County on County Road 13 north of AL 104. The crash involved a Dodge pick-up and a bicyclist. The cyclist was killed. The driver of the Dodge left the scene of the crash but was apprehended by Fairhope Police a short distance away at Baldwin Square Shopping Center. We’ll provide a release once troopers clear up from the scene and make next of kin notification later this afternoon.

At approximately 12:25 p.m. on Sunday, March 25, Alabama State Troopers responded to the scene of a fatal crash involving a bicycle on County 13 north of AL 104. Jose Luis Alonso-De Leon, 36, of Silverhill, was traveling south on County 13 in a 2003 Dodge Ram pick-up when he attempted to pass another vehicle. Amelia Hawkins, 48, of Daphne was traveling north on a bicycle along the northbound shoulder of County 13. During the passing maneuver, Alonso-De Leon collided with Hawkins and continued to travel south without stopping; he was apprehended by Fairhope Police a short distance away at the Baldwin Square Shopping Center. A subsequent search of his vehicle yielded a firearm that had been reported stolen. Alonso-De Leon was charged with Manslaughter, Felony Leaving the Scene of an Accident (with Injury/Death) and Receiving Stolen Property; he was placed in the Baldwin County Jail in Bay Minette. Nothing further is available as troopers continue to investigate the crash.”
