Video footage captured the horrifying moment a mother and daughter were killed by a speeding driver in downtown St. Louis, Missouri, on Valentine’s Day.

Laticha Bracero, 42, and her daughter Alyssa Cordova, 21, were leaving a Drake concert and walking through a crosswalk when a driver sped through the intersection.

Police say the driver is 22-year-old Monte Henderson.

Authorities say Henderson was driving over 70 mph when he allegedly caused the terrifying incident.

Henderson’s bond was $200,000, but a judge allowed him to post 10% of that cash only.

“Judge Annette Llewellyn overlooked a probable cause statement arguing he is a danger to the community, allowing him to be freed on a $20,000 bail,” Daily Mail reports.

The man charged with killing a mother and daughter leaving a concert in downtown St. Louis is out on bond.

22-year-old Monte Henderson was released Friday.

Henderson’s bond was $200,000, but a judge allowed him to post 10% of that cash only.

Just 24 hours prior, Henderson was charged with two counts of involuntary manslaughter and two counts of armed criminal action.

Henderson’s attorney shared this statement following the charges, “This is a very tragic accident, Monte is very upstanding young man; involved in academics and sports.”

Officers said Henderson was running red lights when he sideswiped the front end of another vehicle at North 18th and Olive streets. His Jeep rotated clockwise and hit Bracero and Cordova, who were walking on the crosswalk. The Jeep continued to move until it T-boned another vehicle.

According to court documents, data retrieved from the Jeep indicated that the car was traveling at speeds in excess of 70 mph prior to violating the red traffic signal.

According to FOX 2 Now investigative reporter Mitchell McCoy, Henderson has been ordered to house arrest and a GPS ankle monitor.

First Alert 4 reports:

Bond is decided by a judge, in this case Judge Annette Llewellyn. The courts declined to comment saying they can’t discuss ongoing cases.

“The judge feels like this individual is going to show their court dates, then the bond as long as it’s paid, the driver goes free,” Walker explained.

First Alert 4 Investigates asked if prosecutors at the St. Louis Circuit Attorney’s Office objected to bond. A spokeswoman said prosecutors weren’t at the hearing where bond was set, which she called typical.

Walker said that can happen.

“For serious crimes? No. If this was murder, I’m pretty sure they would have been there, but for minor violations, traffic infractions, probably not,” Walker added.

Henderson faces two counts of involuntary manslaughter, it’s a felony, but a lesser charge compared to murder.

“It goes to what he was thinking. If he premeditated, it’s murder one,” Walker said. “If he’s just recklessly driving, which is probably what he was doing, didn’t think he was going to hit anybody and didn’t really care, that’s manslaughter.”

Judge Annette Llewellyn has faced prior criticism for lenient rulings in criminal cases.

According to Daily Mail, Llewellyn was among the first hires of disgraced Soros-backed former Democrat St. Louis Circuit Attorney Kim Gardner.

“Llewellyn was handpicked by St. Louis Circuit Attorney Kim Gardner who was forced to resign for her leniency on crime,” Collin Rugg writes.

“Soros pumped tons of money into Gardner’s campaign including a $116,000 payment for her 2020 campaign,” he added.

A former public defender, Llewellyn was one of the first hires of ousted Democrat St. Louis Circuit Attorney Kim Gardner, who’s lenient stances on violent criminals led her to resign from office in May 2023.

Since leaving Soros-backed Gardner’s office and taking the bench in 2018, Llewellyn has angered some critics by taking a similarly lax stance to her old boss – with Henderson’s bail only the latest.

She previously faced backlash in her first year on the bench after sentencing a woman to only two years’ probation, despite one of her daughters fatally shooting their sibling when she left a loaded gun out and passed out on drugs, reported STL Today.

With Henderson freed on bail, social media was outraged as shocking surveillance footage was released this week capturing the moment mother and daughter Laticha Bracero, 42, Alyssa Cordova, 21, were struck.

Henderson, who admitted to being the driver according to charging documents, was seen running a blatant red light at a high speed before plowing into and killing the mother and daughter.

Two other teen girls and a 61-year-old woman were also injured in the crash, which saw Henderson collide with several other vehicles as he blew through the lights.
